Are there states where silencers and suppressors are actually legal or are these normally only owned by people with special permits and trusts?

I don't believe there are ANY circumstances where these can be owned in much of the Northeast...

In many states a simple $200 fee and some paperwork will let you own one. Missouri is one for sure, I ran into several on the range there. I believe Texas and Florida both allow them with the NFA paperwork.

Of course Iowa has to be one of the few in the Midwest that do not allow civilian ownership, I might have to change my residency to Mississippi after all!
